Working Waterfront Property: Specifies properties eligible for classification as working waterfront property; requires assessment of working waterfront property based on current use; specifies methodology for determining assessed value; requires property appraisers to consider specified factors in assessing specified property; requires application for classification of property as working waterfront property; specifies application requirements; authorizes property appraiser to approve application not filed by specified date due to extenuating circumstances; provides for waiver of annual application requirements; provides for loss of classification upon change of ownership or use; requires property owners to notify property appraiser of changes in use or ownership of property; imposes penalty for failure to notify property appraiser of event resulting in unlawful or improper classification of property as working waterfront property; requires imposition of tax liens to recover penalties & interest; provides for assessment of portion of property within working waterfront property that is not used as working waterfront property; requires property appraiser to make list relating to applications to certify property as working waterfront property; provides appeal process for application that has been denied.
