Message from the Leader

In Lincoln’s second message to Congress in 1862 he observed that “the dogmas of the quiet past are inadequate to the stormy present. The occasion is piled high with difficulty, and we must rise with the occasion. As our case is new, so we must think anew, and act anew. We must disenthrall ourselves, and then we shall save our country.”

In thinking anew, we must begin thinking about the word “Republican” less as a noun and more about what verbs and adjectives we want most associated with the Republican Party; what it is we actually want to accomplish as a Party; and just as importantly, how we want voters to view us.

Yes, we lost the White House and have found ourselves further in the minority in Congress. But prior to losing the presidency, the Republican brand has been rejected in Governor’s races for the last four years, not just along the coasts, but through contiguous states from Montana to Arizona to North Carolina. In the 15 states of Arizona, Arkansas, Colorado, Iowa, Kansas, Kentucky, Missouri, Montana, New Mexico, North Carolina, Ohio, Oklahoma, Virginia, West Virginia, and Wyoming, where George W. Bush won 139 of his 286 electoral votes, Republican gubernatorial candidates lost elections in 2005 through 2008 – by an average of 24%! We didn’t just lose these races…we were flat uncompetitive.

Now is the time to re-energize our party by looking to our state capitals for the next wave of reformers and leaders. The Reagan Revolution was precipitated by the California tax revolt of the 1970’s and Prop 13 that prompted similar initiatives throughout the country. And it was only after we won a majority of Governorships did we seize the majority in Congress in 1994.

Florida’s current Medicaid system is unsustainable. The program currently consumes 28% of our state budget. By 2014, the program is expected to consume over 33% of the entire state budget. Floridians simply cannot afford to continue to operating the program in its current form. Our goal is to improve the quality of care for Floridians, while controlling the spiraling out of control costs that are threatening the stability of the entire Medicaid program.

Seminole Gaming Compact-Majority Memo

As a result of the new Compact, the Tribe has agreed to pay the state a guaranteed minimum of $1 billion over five years, a larger guarantee than that included in CS/CS/SB 788 and the August 31 Proposed Compact. In exchange for partial but substantial exclusivity, the Seminole Tribe of Florida is authorized to operate Class III slot machines, raffles and drawings, and any new game authorized by Florida law for any person at all seven of its tribal casinos for 20 years and card games at its tribal casinos in Broward, Collier, and Hillsborough for five years.

Keeping Floridians On the Job: Reducing Unemployment Taxes

As their first action of the 2010 Legislative Session, the Florida House reduced unemployment taxes. House Republicans recognize that it is better right now for Florida employers to use their dollars to keep Floridians working rather than be forced to lay off employees in order to afford a higher unemployment tax bill. The Department of Revenue had announced an over 1000% increase for many Florida businesses.

Passenger rail is an important investment in Florida’s infrastructure future and provides innovative and green transportation options for commuters and visitors, while creating jobs and helping recharge our state’s economy. The proposed bill represents a win for Florida commuters who will now have more access to cleaner and more efficient mass transit as part of our growing transportation system. It’s also a win for Florida taxpayers who understand best that now is not the time to raise taxes. I am pleased that we were able to fund this initiative with existing transportation dollars and am hopeful that our leaders in Washington will follow through on their commitments for Florida’s transportation future.

To claim that Florida’s economic situation can be made better by taking stimulus money from the federal government for people who aren't currently eligible for unemployment and increasing the costs significantly in the future is simply not true and promises false hope at a time when Floridians deserve honest solutions."
